it's for teams during a particular warmup. four players (without bibs) form a square, and within the square are three players with bibs and one without. the players without bibs have to keep the ball off the players with bibs. the four players making the square can't move around, but the one non bibbed player in the square can.
either that or they just got guys who tell planes where to go at the airport to help with the drills.

Yeah it's just for the training drills. After a quick bout of what avdbrm mentioned above they then swap the bibs with the guys who were on the outside of the square.

I always thought it was for different teams at drills but a few times I have seen a bib-guy handpass (deliberately) to a non-bib-guy.
So like Walter, I am confused.
