Coaches aren't smart. The AFL rules committee don't ever spend any time red teaming their rules. They seem to think by declaring a rule, everyone will change their motivation.

Every time you punish the player trying to attack, you increase the value in being defensive. Teams just zone off so there are less options to dispose of the ball, with less time to make a choice and that makes football boring.
