They had the rookie list, which was a minimum wage job clubs could play to players who missed out on the draft, to try and stop the reliance on 17 year olds being AFL ready.

Then they had the veterans list which was a percentage of a players salary excluded from the cap, to stop clubs from delisting players as soon as they turned 30 and replacing them with a cheap player from the rookie list.

But they sort of got gobbled up by the non-stop football development bloat under Kevin Sheehan and clubs looking for ways to rort everything all the time.

What they need is a limit on how much one player can be paid. That removes the constant pressure from the top and makes the industry sustainable instead of a giant ponzi scheme with the tv rights.

My understanding is they still get paid the same amount, however the first $80,000pa does not count in the salary cap. So with 6 rookies and 2 Cat B rookies you can pay players $640,000 that doesn’t count in TPP

How about three quarters of all salaries have to be within plus or minus 25% of the mean.
Or for the statistically minded, two thirds of all salaries have to be within half a standard deviation of the mean.
Or similar...
I'm sure the AFL could form a department to construct something like this.
