Larkin,
in a word, no he doesn't.
Current coaches range from 68.9% to 22.7%.
If you count coaches with more than 100 games under their belt, the best is Chris Scott on 68.9%
Longmire 66.8% (1 premiership)
Simpson 64.4% (1 premiership)
Clarkson 63.3% (4 premierships)
Lyon 57.4% (no premierships)
Hinkley 55.8% (no premierships)
Hardwick 53.9% (1 premiership)
Cameron 53.8% ( no premierships but was given an immature list to start his career)
Buckley 53.7% (no premierships)
Scott B 51.2% (No premierships)
Worsfold 50.6% (1 premiership)
Richardson 33.6% (no premierships, dud list)
There are a further 2 coaches with a better win loss record in Pyke (64.8%) and Goodwin (58.3%) but I don't think they should be counted until they've coached 100 games. 100 games gives enough of a sample to get reasonably valid comparisons
Edit:
Re-reading your post, as far as Freo coaches go, yes he is but not by much
Allan 15.38%
Drum 24.5%
Neesham 36.6%
Harvey 40%
Connolly 52.8%
Lyon 54.2%
Allan inherited a basket case so he can be excused. Drum created a basket case, so no excuse for him. Neesham started out with a compromised list, so some ground can be given there. Harvey had to do a complete rebuild, so a little ground can be given. Ditto Connolly and now Lyon.
Not a lot to choose between Lyon's record and Connolly's
