In the last 2 years, Sydney Swans have traded away a premiership ruckman (Nankervis) and they prematurely retired a ruckman they needed (Tippett) and they traded away another (likely) premiership outside runner (Jetta).
In the space of 2 weeks, the Swans have a Rising Star (Hannebery) winner wanting out to St Kilda.
Now they have the ignomy of having traded away a Brownlow winner (Tom Mitchell).

If this was Freo, there would be calls for the Coach, the list manager and the President to be replaced..
But people regard the Swans as being shrewd.

Tippet retired himself due to ongoing injury concerns. They didn't ask him to go. They got Sinclair as a swap for Jetta, who has been as equally valuable to them.
Nankervis might have played in a premiership side but he's no premier ruckman. Naismith, Tippett and Sinclair were the preferred choices in the side to him, but Naismith and Tippett have been injured or retired all year.
Hanneberry has done very little this year and also missed a lot of games due to injury, so it's a good time to let him go. Rohan is also leaving.

They also got one of football's great steals when they got Josh Kennedy from Hawthorn for virtually nothing.

Nankervis is an ok ruckman but Sydney didn't need him so he was traded out for picks.

Tippett couldn't overcome injuries so he retired.

Jetta wanted to go home and Sydney got a far better player for him.

Hannebery has multiple AA jerseys and has served all of his quality years at the Swans. Now they are going to get some great draft picks out of him as his body is broken down and failing him. He's also homesick.

Rohan struggles to get on the park these days and has gone through some horrible stuff off field and wants to go home.

The Swans are travelling alright and have won far more games than they've lost. There's no problems with any of those guys leaving.

The AFL has tried to create a league where all the teams have an equal chance of winning a premiership, with a few exceptions. One of those exceptions is Sydney. They've removed the COLA (though they still benefit from existing signings under it), but Sydney still gets a big boost from their academy.

I tend to side with the AFL here. There is a net benefit to the AFL growing the game in NSW, and getting talented NSW kids playing footy instead of rugby is on balance a good thing. That works best if Sydney can reap the benefits, but it does mean they are more likely to be consistently good than most other clubs. They also know the AFL will bail them out if need be. Sure, the AFL was unhappy with Franklin's contract, and initially said it would count against the cap even if Buddy wasn't playing, but if they were struggling don't think for a second the AFL wouldn't relax that stance.

They escape scrutiny because they are a well-run club that gets more swings at elite talent than other clubs, meaning they can get a few things wrong and still be a good team.
