Lyon set the ground for delegating more in the context of discussions and observations he had with Clarkson, while they were coaching the International Rules Team. Pain comes with change. Unfortunately in this case there was significantly a lot more pain than expected. Who knows if there would of been less pain in changing with different people in place, it could of actually made it harder, and maybe there wasn't the same level of portents for change earlier anyways. Hopefully the ultimate direction of the change isn't sabotaged by the calamity, but made stronger by it.
