I suppose the alternative was for it to magically disappear.

From what I hear, the new break is pretty much a result of the old plate. The break appeared above the old plate, any engineer will tell you this would be a point of weakness. I think the point of the statement "in place until removal" is more to the fact that they will remove it rather than leave it in like the last one. Problem with removing it is that it prolongs the recovery and hence why the injury is indefinite.

My five-year-old grandson had two rods inserted into an armed smashed into three pieces just above the elbow a few weeks back. Surgeon came at him with a pair of pliers after four weeks and just yanked the wires out. Good as gold. Toughen up Fyfestar.
