I'll try and be fair. Sandi sees a movement and decides to block. It gets the guy in the head. As I said before, part of the problem is that the guys head is too low, and he is leading with his head. But I guess he is going for the ball, and Sandi isn't.
If an opposition player takes Ballas out like that, I would probably want a penalty. But I don't think I'd get one, and that is the point. If Hodge applies that block to Ballas and gets him head high, it might be a free kick for high contact, but everyone realises Ballas is short and it would be difficult for Hodge to block Ballas without risking head contact.
