There is no model that can both help teams who are rubbish and prevent teams from exploiting that help. The problem is that football clubs are full to the brim with cheats and bastards.
They had to bring in a rule to stop the stretcher being taken onto the ground to help injured players from the ground because football clubs were full of people who, after several years of warnings, still thought it was an acceptable practice to send the stretcher out to slow the game down.
Now you see blokes hobbling off the ground with 12 month knee injuries because the football manager doesn't want to take the risk of losing a player who might just have copped a nasty knock.
There is a concussion rule that gives clubs the opportunity to bring on a sub while the player is tested because clubs were sending players back onto the ground still dizzy. Now they exploit that new concussion rule by testing every player who cops a slight bit of contact and needs a breather.
What they need to do is reverse the culture of win at all costs and bring some sense of what their business makes money from, which is playing sport for the entertainment of others. People don't pay money to see clubs cheating, rebuilding, resting or embarking on a 7 year plan of sustained excellence. They want to see two teams going their hardest at the football for two hours.
