#6 Dean Margetts umpired the Freo v Brisbane game on Sunday, with #4 Luke Foot(EDIT: Should have been Luke Farmer Thanks Fre_Doh) & #5 Jordan Bannister (instead of the appointed #7 Jeff Dalgleish).
He wasn't listed as an appointed umpire, nor an emergency and I am finding that all the (post) Match reports are showing that #7 Jeff Dalgleish umpired (when he did not).
Firstly I found it a little strange that a non appointed umpire got the gig, but even more strange that the AFL did not correct it's match reports to reflect the change.

Does the AFL Umpires Association get fined for a late team change the same as the teams do?

(For are when the games free kick tally ended in Freos favour, Against is when Freos opponents got more frees)

#7 Jeff Dalgleish: 11 Games, 2 For, 9 Against.
#8 Brett Rosebury: 9 Games, 3 For, 6 Against.
#9 Matt Stevic: 7 Games, 1 For, 6 Against.
#3 Leigh Fisher: 6 Games, 0 For, 6 Against.
#4 Luke Farmer: 5 Games, 3 For, 2 Against.

As Fre_Doh says, Fisher, Stevic and Dalgleish games generally end with the frees falling in favour of the opposition.
Rosebury gets my noteworthy mention. Freo lost 5 of the 9 games he umpired. All 5, Freo ended on the wrong side of the free kick ledger

How come they're never incompetent at giving frees to the opposing team? I lost count how many times our players were dragged back trying to get to a ball.

Let's just call them cheats. It makes more sense. Isn't Fisher the one who got sacked by Lyon at St Kilda? And no one at Ump central has put 2 + 2 together yet, or cares?

DM is a clearance / stoppage / turnover specialist against Freo.
A timely free with an added 50m penalty can cause a defensive position to be quickly turned into an attacking manoeuvre and a momentum changer. Just a couple every game at crucial moments can be telling.
