The next one or AWFUL theory is because the AWFUL deem teams are deliberating causing the penalty ,so as to give an advantage to their ruckman as bouncing is way more unpredictable, thann throwing it up.
The more experienced ruckmen in their opinion have been using the throw up to their advantage over other ruckmen.
Well i think the 6,6,6 rule is great,and to me this will more reason to keep it.
As we know not many coaches want it at all,as they love flooding.
But in saying that all other times the ball up is still congested throughout the game .not nearly as bad but still annoys the crap out of me.
