Pretty much.
For example, the OOFTIT's have pick 2 and if they wanted to, they could probably trade it down to 2 lower picks, effectively splitting the pick. It depends on another team having multiple picks worth whatever the OOFTIT's have and also identifying someone in the top 3 players that they believe is worth moving up for.
This draft is a bit weak and average throughout so I don't see many clubs targeting players and moving up the draft board.
The other reason to do it is to accumulate points to match bids for father/son and academy kids. As each draft pick has a points value attached to it, you can trade out a high pick for multiple lower ones that create a higher point value. Brisbane will be looking to do that to accomodate a father son likely going at pick 1 and another going in the 10-20 range.
