No wanting to harp on about pick 19 but it seems like some people are missing the point. I was listening to some of the guys in charge of drafting and they seem to say that for the first round at least (if it is a strong draft) , clubs do tend to pick the best available. Naturally there is a bit of weighting given to if they are an interstate player or a KP that they particularly need etc but by and large thats the modus operandi is pick the best available. . Which is why we picked Heath Chapman last year even though we have a complete army of back men. (Turns out it was an inspired pick he is an absolute jet)
After the first round though because often you can say that the next batch are pretty hard to rank, clubs tend to pick what they need.
So for example Brisbane, who didn't have a first round pick had assumed, like everyone else that Robertson would have been picked in the first round were so keen to get him because not only did they rate him highly but they felt they had a need for that type of player.
So yes pick 19 is the pick after pick 18 but it is also the first pick after a 24 hour break. And as Belly says the pick appreciates in value. So there is no point trading it early because someone might give you a future first rounder plus for it. The best case scenario for us would be a trading war for it and yes we take Geelongs pick 22 and next years 2nd rounder for it and still manage to pick who we want with pick 22. (and Geelong bomb next year)
