The only sport that has claimed ASADA / WADA is a bad fit for team sports is the AFL. This was the line of BS they pushed when trying ti undermine ASADA and get Essendon off the hook for sustained intentional cheating. That effort failed because the AFL couldn't manipulate CAS the way they can manipulate the Tribunal or just interpret the rules such that a desirable result an be achieved.
Swimming, athletics, basketball etc have zero issues with the anti-doping process for their teams.
Where it doesn't fit well is with sports that are not administered with integrity because it doesn't allow for manipulation to obtain a desirable result. The AFL administers the sport to maximise income and often the first thing thrown away is integrity. So, it's a bad fit for the AFL because it places limits on how much they can fiddle the results.
As for cannabis not being performance enhancing, the experts say it can, so I'll go with that.
Rioli, like all sportsmen, got regular training in the anti-doping rules. He then made a conscious decision to substitute his sample. That's a failed test and the four year ban is automatic unless there are mitigating or aggravating circumstances. Hiding a cannabis result isn't a mitigating circumstance, so the AFL needs to bite the bullet and just give the four years required under the rules.
The delays are just another attempt to find a way around the rules.
