I don't remember anyone putting a fixed cost on the stadium, seemed to be an elastic figure, which started at 700m way back in 2015. I don't remember anyone saying it would cost over a bn, even though most people had a feeling it would.
Apparently, it came in at around 1.2bn. But they kept the cost of the train infrastructure out of all estimates, and that took the total cost to 1.6bn. And that's without the bridge.
So yeah, if you accept it's actually more than double the original estimate, and they had 400m of extra transport costs they kept hidden, then it was. Sort of. Not.
