I reckon Matebe might be on the money. It's more likely they attempt a 'bracket creep' approach.
For example, my seats at Subi were in the second tier behind the goals at the city end, and they were relatively cheap. At Perth Stadium there are three tiers. So, when allocating me my equivalent seat at Perth Stadium, do they initially offer me a seat in the second tier at an increased rate (because it's probably objectively a better seat), or in the third tier at roughly the same rate as my current seat, even though it is relatively a worse seat that my equivalent at Subi?
Either way the club wins.
